Daughter Takes The Wrong Path.

I have been divorced for 19 years and my daughter is 19.
I have always paid my child support and always tried to be there for Jo (my daughter). I have tried to guide her and help her in every way I could think of.
Unfortunately, her Mother lets her do anything she wants, she doesn't even know where she is half the time.
My daughter is a compulsive liar, thief and does drugs. I hear from her on occasion and it goes good at first, then she asks for money. When I tell her I don't have any money, I don't hear from her again for about a year, sometimes longer.
I don't know what else to do, I feel I've tried everything I can think of and I get no help from her Mother.
Has anybody had a similar situation, and if so, what did you do to turn it around?
